Maricopa's Planning & Zoning Commission meets at 6 p.m. Monday, Sept. 28, with two land-use cases on its action agenda and the city's draft nonresidential design guidelines back for discussion.
The meeting is scheduled for the Council Chambers at City Hall, 39700 W. Civic Center Plaza. The final agenda and meeting record are public, along with the staff reports and exhibits for each case.
Here is what each item means — and what it does not mean yet.
Mercado and Main Street rezone returns for reconsideration
Case ZON 26-04(2) covers three parcels totaling about 0.90 acre at the northwest corner of West Mercado Street and North Main Street. The city's application asks to change the parcels from Pinal County General Rural and General Business, or CB-2, designations to the City of Maricopa's Public Institutional district.
The case was tabled at the commission's Aug. 24 meeting. Monday's agenda labels the new item a reconsideration and calls for discussion and action. That means the proposal is active again; it does not mean the rezoning has already been approved.

The three parcel numbers listed in the record are 510-26-048A, 510-26-048B and 510-26-0490. The staff report and exhibits are the better place to evaluate the requested district and site context than a map pin or project nickname alone.
Public hearing for an existing 190-foot tower
Case CUP 26-01 is a conditional-use-permit request involving an existing 190-foot wireless telecommunications facility at 38351 W. Cowtown Road. The agenda places the site about three-tenths of a mile northwest of the West Peters and Nall Road and North Fuqua Road area.
This item is scheduled as a public hearing followed by commission discussion and possible action. The application concerns an existing facility, but the requested conditional-use permit is still pending before the commission. Residents should not read the agenda listing as a new tower construction announcement or as an approval.
The CUP 26-01 matter page links the staff report, project narrative, site plan, legal description and public-hearing documents. Anyone whose property or travel route is near Cowtown Road can use those exhibits to locate the site more precisely.
Because the agenda designates this item as a public hearing, it provides a formal opportunity for testimony. Residents planning to speak should check the meeting record or contact the city's Planning Division before Monday for the current participation process and any submission deadline.
Design guidelines are discussion only
The commission will also review the current draft of Maricopa's nonresidential design guidelines under presentation item PRES 26-17. The agenda describes this as a discussion. It is not listed for approval at Monday's meeting.
The draft addresses how new shopping centers and large retail sites handle walking routes, shade, building placement and related design details. Monday's discussion is a reason to follow that process, not to repeat the same story as if the guidelines were newly adopted.
The commission will also consider approval of its Aug. 24 minutes.

The most reliable starting point is the City's Legistar calendar, where the final agenda, individual matter pages and later minutes are posted. Residents can also use OurMaricopa's community calendar to compare the meeting with other local events and the business directory for nearby services.
After Monday, the next important document will be the official action record or meeting minutes. A recommendation from the Planning & Zoning Commission is not automatically the same as final City Council approval, and the exact next step can differ by case.
