A shopping center can be easy to reach by car and awkward to cross on foot. Residents reading the draft can consider each part of that trip: the public sidewalk, a parking-lot crossing, the entrance and the nearest patch of shade.
What the draft says about walking and shade
Page 4 of the city's 16-page draft calls for at least one continuous, ADA-compatible walkway from the public right-of-way to the building entrance walkway or adjoining sidewalk. It specifies a minimum five-foot width and separation from vehicle movements except at necessary drive-aisle crossings.
Shopping centers and large retail developments get an additional shade provision on page 15: routes beside building walls would have shade across the sidewalk's full width along at least half the wall's length. The draft places compliance within site-plan review and also allows the zoning administrator flexibility when a design meets its intent. It would work alongside the General Plan and Zoning Ordinance. Draft, page 2
For people who follow Maricopa's local businesses, the practical issue is how a future site works for a customer after arriving. An attractive storefront and a usable route to it are separate things worth looking for on a plan.
Four dates, with different purposes
The city's September 10 notice lists:
September 28: Planning & Zoning Commission discussion only.
October 6: City Council discussion only.
October 26: Planning & Zoning Commission public hearing.
November 17: City Council action item.
All four are scheduled for 6 p.m. in the City Hall Council Chambers, 39700 W. Civic Center Plaza. The early discussions should not be mistaken for adoption votes. Current notice
