Commercial rezoning proposed at Hathaway and Wilson: what Maricopa residents can review

A new rezoning request could change the southeast corner of West Hathaway Avenue and North Wilson Avenue, but the proposal is still at the beginning of the public review process.

The City of Maricopa published a notice Thursday for case ZON26-07, identified as the Maricopa Manor Commercial Building. Applicant Gwendolyn Butler of GTNJ Architecture is asking the city to change the property from General Rural zoning to Neighborhood Commercial with a Mixed-Use Heritage Overlay.

No rezoning approval, construction start or business tenant has been announced. The next steps are a neighborhood meeting and a Planning and Zoning Commission hearing in October.

Where the proposed site isThe requested Neighborhood Commercial designation is intended for shopping and services serving nearby neighborhoods. The requested Mixed-Use Heritage Overlay is part of the city's broader effort to support pedestrian-oriented development, adaptive reuse and a mix of storefront and residential activity where appropriate.

Those policy descriptions do not establish what will be built on this parcel. The city notice does not identify tenants, a building size, a construction timetable or an opening date. A rezoning request changes the rules that may apply to a site; it is not a building permit.

Two public review dates

The applicant's neighborhood meeting is scheduled for Saturday, Oct. 10, at 5 p.m. in the Maple Room at the Maricopa Library and Cultural Center, 18160 N. Maya Angelou Drive.

The Planning and Zoning Commission public hearing is scheduled for Monday, Oct. 26, at 6 p.m. in the City Hall Council Chambers, 39700 W. Civic Center Plaza.

Residents can attend either meeting. The notice also says written comments may be submitted before or at the meetings.

What to look for in the next documents

The neighborhood meeting should give nearby residents their first detailed opportunity to ask about access, traffic circulation, landscaping, building placement, lighting and how the project would meet the Heritage overlay.

Before the Oct. 26 hearing, the city's staff report should add the most useful evidence: the parcel map, applicant narrative, zoning analysis, agency comments and any recommended conditions. The commission can then hear public comment and make a recommendation or take another action allowed by the city's process.

The city's separate draft design-guide review is also relevant because it addresses walking routes, shade and large commercial sites, although it is not the approval document for this specific proposal.

For now, the precise description is simple: a commercial rezoning has been proposed and two public review dates have been announced. Calling the project approved, under construction or “coming soon” would go beyond the public record.
